2013年9月9日，由質(zhì)檢總局辦公廳、特種設(shè)備安全監(jiān)察局、以及北京市質(zhì)量技術(shù)監(jiān)督局等聯(lián)合主辦，主要面向公眾宣傳《特種設(shè)備安全法》和電梯安全知識(shí)，營(yíng)造安全乘梯氛圍的“電梯安全宣傳周”活動(dòng)在京啟動(dòng)。重點(diǎn)組織開展 “走進(jìn)電梯”、專家網(wǎng)絡(luò)訪談以及編播公益廣告等一系列活動(dòng)，大力宣傳《特種設(shè)備安全法》和電梯安全工作。

國(guó)家質(zhì)檢總局副局長(zhǎng)陳鋼在啟動(dòng)儀式表示，今年的6月29日，我國(guó)頒布了《特種設(shè)備安全法》，對(duì)電梯等特種設(shè)備提出了一系列新制度。這部法律在我國(guó)特種設(shè)備發(fā)展史上具有里程碑意義。多年來，國(guó)家質(zhì)檢總局一直高度重視電梯安全工作，通過完善規(guī)范和標(biāo)準(zhǔn)、加強(qiáng)監(jiān)督檢查和檢驗(yàn)檢測(cè)、開展隱患排查和專項(xiàng)整治等一系列措施，使得電梯事故萬臺(tái)死亡人數(shù)趨于平穩(wěn)下降，保持了總體穩(wěn)定的態(tài)勢(shì)。

國(guó)家質(zhì)檢總局副局長(zhǎng)陳鋼介紹說，隨著《特種設(shè)備安全法》的出臺(tái)，由于電梯涉及公共安全，與人民群眾日常生活息息相關(guān)，電梯安全已經(jīng)成為群眾關(guān)心、媒體關(guān)注，涉及民生的重要問題。隨著電梯數(shù)量的激增、設(shè)備的逐漸老化，以及我國(guó)電梯普遍存在的大客流、高負(fù)荷的使用情況，電梯安全形勢(shì)日益嚴(yán)峻，監(jiān)管壓力也越來越大。

Elevator safety has become an important issue of mass concern, media attention and people's livelihood. With the surge of the number of elevator, the gradual aging of the equipment, and the application of the large passenger flow and high load in China's elevator industry, the safety situation of the elevator is becoming increasingly severe, and the regulatory pressure is also increasing.

為此，在“電梯安全宣傳周”期間，質(zhì)檢總局將組織相關(guān)政府官員、行業(yè)專家、物業(yè)管理者等多方面人士，就群眾關(guān)心的電梯熱點(diǎn)問題開展網(wǎng)絡(luò)訪談。同時(shí)，在“電梯安全宣傳周”乃至整個(gè)“質(zhì)量月”期間，在廣播電臺(tái)還投放電梯安全公益廣告，在每天的多個(gè)時(shí)段滾動(dòng)播出，傳播電梯安全知識(shí)，提高安全乘梯意識(shí)。

Meanwhile, during the "Elevator Safety Promotion Week" and even the whole "quality month" period, the elevator safety public service advertisement was also put on the radio station, which was broadcasted in a number of times every day, spreading the knowledge of elevator safety and improving the sense of safety ladder.

陳鋼說，國(guó)家質(zhì)檢總局將堅(jiān)決貫徹落實(shí)黨中央、國(guó)務(wù)院領(lǐng)導(dǎo)對(duì)安全生產(chǎn)工作的指示精神，推進(jìn)電梯安全監(jiān)管的職能轉(zhuǎn)變，推動(dòng)建立地方政府“黨政同責(zé)”，相關(guān)部門“一崗雙責(zé)”，形成多元共治的監(jiān)管格局，減少事故的發(fā)生。同時(shí)，也希望新聞媒體的朋友們和我們一同呼吁，全社會(huì)要共同關(guān)注電梯安全，形成“電梯安全，你我有責(zé)”的共識(shí)。
