《建筑設(shè)計(jì)防火規(guī)范》、《消防電梯制造與安裝安全規(guī)范》、《電梯制造與安裝安全規(guī)范》中均對(duì)高層建筑物內(nèi)消防電梯的設(shè)置和使用提出了具體的規(guī)定。但是目前許多建筑物內(nèi)消防（員）電梯的設(shè)置極不規(guī)范，隨意性太大。

按照《建筑設(shè)計(jì)防火規(guī)范》規(guī)定，一類公共建筑、塔式住宅、十二層以上的單元式住宅或通廊式住宅、高度超過32米的其它二類公共建筑均應(yīng)設(shè)置消防電梯。其數(shù)量為當(dāng)每層建筑面積不大于1500平方米時(shí)，應(yīng)設(shè)1臺(tái)；當(dāng)大于1500平方米但不大于4500平方米時(shí)，應(yīng)設(shè)2臺(tái)；當(dāng)大于4500平方米時(shí)，應(yīng)設(shè)3臺(tái)，以此類推。

屆時(shí)，消防救助人員可持有關(guān)救援工具迅速進(jìn)入電梯轎廂并立即前去火災(zāi)樓層營(yíng)救、滅火。此時(shí)，電梯已不具備自動(dòng)應(yīng)答功能，只響應(yīng)轎廂內(nèi)選登記信號(hào)，并在應(yīng)答第一個(gè)信號(hào)后，其余內(nèi)選信號(hào)將自動(dòng)消號(hào)，到達(dá)所選樓層前不能自動(dòng)開門，須按動(dòng)開門按鈕轎門才能開啟。而且，在轎門未完全開啟之前，一旦松手轎門又會(huì)重新關(guān)閉。在轎門完全開啟情況下，轎門可保持開啟狀態(tài)，只有按住關(guān)門按鈕才能關(guān)門，此時(shí)電梯已由自動(dòng)操作轉(zhuǎn)變?yōu)橛兴緳C(jī)人控操作。這才是消防電梯真正完整的“消防功能”，“迫降功能”只是消防電梯的部分功能，而不是其全部功能，切不可二者誤解。
