Safety precautions for elevator use

隨著城市現代化進程的加快，居民的生活條件越來越好，電梯作為一種大眾性的垂直運輸工具，和汽車作為出行交通工具一樣，不可缺少。作為一種自動化的機電設備，使用過程中發(fā)生故障客觀上不可避免。如何通過規(guī)范管理、正確使用來降低它的故障率，使它更好地為我們服務，是大眾關心的熱點問題。為普及電梯安全知識，提升公眾對電梯使用安全和管理工作的認知水平，貴州電梯看到質監(jiān)局特檢院編寫了“電梯安全十問十答”，供公眾閱覽。

With the acceleration of the process of urban modernization, the living conditions of residents are getting better and better. As a mass vertical transportation tool, elevators are indispensable as vehicles for travel. As an automatic mechanical and electrical equipment, the failure in the process of use is inevitable. How to reduce its failure rate through standardized management and correct use, so that it can serve us better, is a hot issue of public concern. As the popularity of elevator safety knowledge, enhance public awareness level of elevator safety and management work of the special inspection institute, Guiyang Quality Supervision Bureau prepared a "elevator elevator safety in a ten", for public reading.

一、電梯使用安全管理的責任主體是誰？

First, who is the main responsibility of the elevator use safety management?

答：根據《中華人民共和國特種設備安全法》第十三條之規(guī)定，電梯使用單位及其主要負責人對其使用的電梯安全負責，是電梯使用安全管理的責任主體。

二、電梯使用單位如何確定？

答：按照《貴陽電梯電梯安全管理辦法》和《貴陽電梯人民政府辦公廳關于進一步加強電梯使用安全工作的意見》（閩政辦〔2015〕100號）規(guī)定，電梯安裝后，建設單位尚未移交給電梯產權所有者的，該建設單位為電梯使用單位；委托物業(yè)服務企業(yè)或者其他管理人管理的電梯，受托人為電梯使用單位；未委托物業(yè)服務企業(yè)或者其他管理人管理的電梯，屬于單一產權所有者的，該產權所有者為電梯使用單位；屬于多個產權所有者的，應當協商明確其中一個產權所有者為電梯安全使用管理人，其他產權所有者承擔連帶責任；出租配有電梯的場所，租賃合同中應當約定電梯使用單位，未約定的，電梯產權所有者為電梯使用單位；政府出資建設的公共租賃住房內所安裝使用的電梯，房屋產權人應負責落實電梯使用單位；多個產權所有者無法確定使用單位的，由所在鄉(xiāng)（鎮(zhèn)）人民政府、街道辦事處協調確定電梯使用單位，經協調仍無法確定使用單位的，由鄉(xiāng)（鎮(zhèn)）人民政府、街道辦事處代行或指定電梯使用單位，并告知電梯產權所有者，產權所有者承擔連帶責任。

三、電梯使用單位的主要管理職責有哪些？

答：（一）在電梯投入使用前或者投入使用后30日內向特種設備安全監(jiān)督管理部門辦理電梯使用登記，使用單位變更的，應當自變更之日起30日內辦理變更登記。

（二）在電梯顯著位置粘貼電梯使用標志、安全使用注意事項、安全警示標志、維保質量監(jiān)督卡和標明應急救援電話。

（三）建立安全技術檔案，建立崗位責任、隱患排查治理、應急救援、電梯鑰匙使用管理等安全管理制度，制定操作規(guī)程，保證電梯安全運行。

（四）應當在電梯使用標志所標注的下次檢驗日期屆滿前1個月，向特種設備檢驗檢測機構提出定期檢驗申請，繳納電梯檢驗檢測費用，并配合做好檢驗檢測相關工作。

（五）及時對電梯定期檢驗中發(fā)現的不合格項目進行整改，并在整改期限內將整改結果書面向特種設備檢驗檢測機構反饋；不得使用未經定期檢驗或者檢驗不合格的電梯。

（七）委托取得相應許可的單位進行電梯日常維護保養(yǎng)，并與維保單位簽訂維保合同；維保單位變更時，在新合同生效后10日內，持維保合同等相關資料到原登記機關辦理變更手續(xù)，并且更換電梯內維保單位相關標識。

（八）在電梯出現故障或者發(fā)生異常情況時，立即停止使用，在電梯口的顯著位置設置停用標志，并及時組織對其進行全面檢查，消除電梯事故隱患并經維護保養(yǎng)單位確認后，方可重新投入使用。

（九）電梯發(fā)生事故時，按照應急救援預案組織應急救援、排險和搶救，保護事故現場，并且立即報告事故所在地的特種設備安全監(jiān)督管理部門和其他有關部門。

（十）應當設置電梯安全管理機構或配備足夠數量的安全管理人員，安全管理人員應當開展電梯使用日常巡查，加強對電梯改造、修理和維護保養(yǎng)工作的監(jiān)督，并做好記錄。

（十一）對電梯轎廂內部進行裝修的，裝修結束后，應當通知維護保養(yǎng)單位進行測試，經測試符合國家相關安全技術規(guī)范要求后方可投入使用。

（十二）電梯停用1年以上或者停用期超過下一次定期檢驗日期的，使用單位應當封存電梯、設置警示標志，并在停用之日起15日內到負責該電梯使用登記的特種設備安全監(jiān)督管理部門辦理停用手續(xù)。電梯在重新啟用前，使用單位應當通知電梯維護保養(yǎng)單位進行全面檢查和維護保養(yǎng)，并申請定期檢驗或者監(jiān)督檢驗；未經檢驗或者檢驗不合格的，不得使
