推進舊樓加裝電梯 溝通障礙需要加強引導(dǎo)

貴陽電梯維修公司問題一直是老舊小區(qū)居民關(guān)注的話題。今年廣州市兩會中，“舊樓加裝電梯”寫入政府工作報告，成為了代表委員熱議的話題。1月13日，廣州市人大代表徐曉雯、市政協(xié)委員譚國戩做客“南都直播廣州兩會直播間”時表示，舊樓加裝電梯每棟樓的難點都不盡相同，當(dāng)前舊樓加裝電梯的癥結(jié)在于高層與低層住戶的溝通出現(xiàn)障礙，需要政府加強引導(dǎo)。

舊樓加裝電梯話題引起代表委員的高度關(guān)注，廣州市人大代表、市婦聯(lián)研究室主任徐曉雯，市政協(xié)社法民宗委分別提交了《關(guān)于發(fā)揮政府引導(dǎo)作用推動既有住宅加裝電梯民生實事落地的建議》和《關(guān)于加大力度推進老舊住宅加裝電梯解決老人下樓難問題》的建議和提案，引起兩會代表委員的關(guān)注。

市人大代表徐曉雯表示，廣州中心城區(qū)的居民樓建設(shè)時間比較早，大多為九層以下，沒有電梯的樓梯樓，加上中心城區(qū)老齡化人口分布較集中，荔灣、越秀、海珠三個老區(qū)老年人口占全市比重接近50%，舊樓加裝電梯已經(jīng)成為全社會關(guān)注的熱點民生話題，市民反映由于指引不夠清晰，大樓居民溝通不暢，往往難以推動，需要政府加大協(xié)調(diào)力度。

廣州市政協(xié)委員譚國戩在調(diào)研材料中寫道，加裝電梯項目涉及多個部門，手續(xù)繁瑣，審批流程不易通過。而現(xiàn)有宣傳工作力度不足，許多有加裝電梯意愿的業(yè)主對相關(guān)政策不了解。

Tan Guojian, a member of the Guangzhou Municipal Committee of the Chinese people's Political Consultative Conference (CPPCC), wrote in the research materials that the installation of the elevator project involves many departments, and the procedures are tedious and the approval process is not easy to pass through. But the current propaganda work is not enough, many owners with the will of elevators are not aware of the relevant policies.

對于代表委員的建議和意見，廣州市國規(guī)委有關(guān)負(fù)責(zé)人在今年市兩會上回應(yīng)，作為增設(shè)電梯的審批主體，全力推進增設(shè)電梯工作落地見效。截至2017年12月31日，市國規(guī)委系統(tǒng)共審批通過既有住宅增設(shè)電梯3000多宗。
